I agree that copies of 15 and enclosure

and 16 should go to the Foreign Office without

further delay, and that attention should be drawn

to the fact that the Hong Kong Government has been

given to understand that the Chinese Government

are opposed to the Agreement taking the form of

a formal Treaty.

I do not think, however, that it would

serve any useful purpose to express any opinion

on the form of the draft Agreement as suggested

by Mr. Martin.

Instead, I would suggest that it should

be suggested to the Foreign Office that the

Agreement should be discussed inter-departmentally

at an early date.
